List Notes: This top 5 ranking is based on the American Council for an Energy-Efficient Economy (ACEEE) grading. The ACEEE uses 31 metrics divided roughly in half between policies and quantifiable performance to evaluate how efficiently these countries use energy. The metric measuring energy efficiency spending was scored based on total investments in energy efficiency by the national government and the utility sectors of each country and the results for this metric are an approximation of the annual spending on energy efficiency in 2011 per person in each country.
